The Purpose of CAP is stated in our incorporation
papers: " The Califonia Council on Alcohol Problems shall
constitute and function as a statewide agency through which Christian
denominations, other religious groups and concerned individuals
may cooperate for moral, educational, social and scientific solutions
of beverage alcohol problems, and to seek for every effective means
to promote abstinence for the individual, and the control of the
manufacture and use of alcoholic beverages."
Corporate Structure: The California Council
on Alcohol Problems was incorporated on October 18, 1939, and has
maintained a continuous ministry in California since that date.
The CAP Board of Directors meets at least once a year. The CAP-ANEF
Executive Committee meets four times a year. A permanent set of
annual minutes is maintained in the State Office. Form 990 is filed
with the Internal Revenue Service every year. Form 199 is filed
with the California Franchise Board annually. A CPA audits books
annually.

Corporate Structure: The California Coalition Against Gambling
Expansion was incorporated on January 29, 2003. The California Council
on Alcohol Problems voted to establish CAGE in 2002 "to shape
gambling policies in the State of California and to carry on other
education, nonprofit activities." The CAGE Board of Directors
meets at least once a year. A permanent set of annual minutes is
maintained in the State Office. CAGE has not established a treasury
account.
CAGE Officers and Board Members are the same
as the California Council on Alcohol Problems.

was incorporated in 1959 for educational purposes. The ANEF Board
of Directors meets once a year. A permanent set of annual Board
minutes is maintained at the state headquarters. Form 990 is filed
with the Internal Revenue Service every year. Form 199 is filed
with the California Franchise Tax Board every year. A CPA audits
books annually.

Some accomplishments of CAP include:
Enactment of the pioneering drunk driving laws in 1981.
Substantially reducing the death rate on California highways.
Enactment of the .08% BAC (Blood Alcohol Content) laws in 1991.
Leadership in the enactment of higher alcohol excise tax law as
in 1991.
Enactment of the beer keg registration law in 1993.
Defeat of legislation to allow sale of alcohol on regularly scheduled
bus lines in Calif. - 1982 Enactment of federal legislation requiring
health warnings labels on all alcohol containers.
Removal of on neon signs advertising alcohol in service stations
throughout California in 1995,
Defeat of hard liquor advertising on Network Television - 2002.
Defeat of legislation to allow the sale of alcohol in San Francisco
until 4 a.m. daily. - 2004.
