The California Council on Alcohol Problems (CAP) is the missionary arm of the churches of California in the areas of alcohol, other drugs, and gambling. CAP is church-related and is accountable to more than 30 denominations represented on the CAP Board of Directors. CAP was incorporated by the State of California as a public benefit corporation in 1939. It has had a continuous ministry for the past 65 years. CAP's programs include:

  • Alcohol and other drug prevention and education activities within churches: CAP's staff speaks at worship services, church schools, seminars, conferences, schools, service clubs, ministerial groups, etc. CAP has a library of videos that are available for groups to borrow (send for a catalog). A great variety of printed materials are available for distribution to churches and schools. Packets for pastors and church executives are given to church leaders across the state.

  • Outreach and monitoring of legislation (bill tracking) are vital parts of our work: CAP testifies before Assembly and Senate committees; makes personal contacts with legislators; publishes the Capitol Re-CAP (a legislative newsletter that goes to 10,000 churches, organizations, and individuals); assists individuals and churches in the protest of alcoholic beverage licenses.

  • Media Outreach: CAP's staff maintains personal contact with editors and reporters of California newspapers and magazines. Local TV news stations often interview staff. CAP has submitted op-ed pieces to secular press, and has been quoted in U.S. News, USA Today, Los Angeles Times, San Francisco Chronicle and many other California newspapers. CAP's media outreach also includes denominational publications and is often quoted in local parish papers. CAP is frequently quoted in the public press.

  • Research is basic to the work of CAP, CAGE and ANEF. We analysis annual reports of the California Board of Equalization, the California Highway Patrol, the National Highway Safety Council, Beverage Bulletin, Center for Science in the Public Interest, Marin Institute, etc. CAP assists students, lawmakers and others in research projects.

  • CAP is an active, supporting member of the American Council on Alcohol Problems (a national organization of similar state organizations). CAP is also an active member of the National Coalition Against Legalized Gambling (a national organization of similar state groups). CAP's Executive Director is a board member of ACAP and NCALG. CAP gives financial support to both national organizations.


Printed History: A 24-page "Brief History of CAP" was compiled in 1996, and is available without cost from the state office. It tells of the many issues that CAP has represented in the State Capital, and lists former Board presidents and Executive Directors since 1939.

ONE MISSION - THREE CORPORATIONS

The Purpose of CAP is stated in our incorporation papers: " The Califonia Council on Alcohol Problems shall constitute and function as a statewide agency through which Christian denominations, other religious groups and concerned individuals may cooperate for moral, educational, social and scientific solutions of beverage alcohol problems, and to seek for every effective means to promote abstinence for the individual, and the control of the manufacture and use of alcoholic beverages."

Corporate Structure: The California Council on Alcohol Problems was incorporated on October 18, 1939, and has maintained a continuous ministry in California since that date. The CAP Board of Directors meets at least once a year. The CAP-ANEF Executive Committee meets four times a year. A permanent set of annual minutes is maintained in the State Office. Form 990 is filed with the Internal Revenue Service every year. Form 199 is filed with the California Franchise Board annually. A CPA audits books annually.
