California Council on Alcohol Problems (CAP) was incorporated by the
State of California as a public benefit corporation in 1939. CAP
monitors all proposed California legislation in the fields of alcohol,
drugs, and gambling. CAP maintains a lobbying effort in the State
Capitol; it analyses current legislative proposals, publishes position
papers and testifies at legislative hearings. CAP is frequently quoted
in both the California and the national press.
The Alcohol-Narcotic Education Foundation
(ANEF) was incorporated by the State of California as a public benefit
corporation in 1956. ANEF engages exclusively in research and
education in the problems of alcohol and drugs. ANEF maintains a
library of prevention videos, and has published brochures and textbooks
for use in the churches and public schools. The ANEF library is
open for use by students and researchers. Video tapes may be borrowed
by schools and or churches. CAP and ANEF staff members are available
to speak in schools, churches, and service organizations.
CAP is governed by a 37-member Board of Directors,
representing 30 church denominations. ANEF is governed by a 12-member
Board of Directors. CAP and ANEF are sister organizations, but each
maintains a separate corporate status. CAP and ANEF are both non-profit
organizations that are exempt from corporate taxes. The U.S. Internal
Revenue Service (IRS) has designated:
- ANEF as a 501c(3) organization.
- Contributions to ANEF are fully tax deductible.
- CAP as a 501c(4) organization.
- Because CAP is directly involved in influencing
legislation, contributions to CAP are not tax deductible.
- The financial records of CAP and ANEF are
audited annually by a CPA.
